Law360, New York (August 18, 2011, 6:55 PM ET) -- David Zachary Scruggs sought Wednesday to appeal a decision upholding his conviction for failing to report his father's scheme to influence a Mississippi judge, claiming the U.S. Supreme Court's Skilling ruling decriminalized his behavior.
