Enviros, Cuomo Reach Deal On $3.9B Tappan Zee Replacement

Andrew Cuomo announced an accord Wednesday with two influential environmental groups that takes the threat of litigation against the state over the impact of a $3.9 billion plan to replace the Tappan Zee Bridge off the table and leaves only the question of funding hanging over the massive project.
