    A New York federal judge on Wednesday rejected Penguin Group Inc.'s move to compel arbitration for a subset of a putative class accusing Penguin, other publishers and Apple Inc. of fixing prices for electronic books, saying arbitration prevents the proposed class from asserting their federal rights.
