Law360, New York (July 19, 2012, 9:19 PM ET) -- As the D.C. Circuit nears a decision in litigation over the U.S. Environmental Protection Agency's cross-state air pollution rule, the utility industry is betting on a ruling that will give companies more time to comply with the controversial measure if it isn't struck down entirely.
Issued last August, the rule, known as CSAPR, requires power plant operators in 28 states to reduce sulfur dioxide and nitrogen dioxide emissions that migrate across state lines. It primarily affects coal-fired power plants.
