Dominion Says New PJM Dispatch Practice Raised Costs

Law360, New York (October 22, 2012, 8:57 PM ET) -- Dominion Resources Services Inc. called on the Federal Energy Regulatory Commission on Monday to overturn PJM Interconnection LLC's new generation dispatch practice, arguing it was forcing it to incur some $40,000 daily in extra operating reserves charges.

In a complaint lodged with the commission, Dominion claims the new practice has shifted significant local operating reserves costs to load-serving market participants like Dominion, forcing them into the day-ahead market, where they can't be allocated reasonably.
