Law360, New York (July 09, 2012, 7:13 PM ET) -- A New York appeals court ruled Friday that 2008 amendments to a century-old state construction law were constitutional, dealing a blow to contractors and builders' groups that had argued the project cost threshold that triggers the law is unfairly low outside of New York City.
A five-judge of the New York Supreme Court, Appellate Division, ruled 3-2 that the amendments did not violate the home rule provision of the New York Constitution because they addressed a "substantial state concern".
