US CFTC `engaged in willful and bad faith conduct' in 2023 case, court report finds

She said "these types of failures are rarely an isolated incident and point to a broader breakdown in the culture of the Division of Enforcement." The report by a special master of the court said that without "the imposition of sanctions, [the CFTC’s] conduct appears likely to repeat itself.," Pham said....
