North Dakota's insurance department became the latest state regulator challenging the Pennsylvania Insurance Department's plan to raise rates for certain long-term care policyholders nationwide to get its suit sent back to state court, with a North Dakota federal judge finding that the case was improperly removed.

The Pennsylvania Insurance Department asked the Judicial Panel on Multidistrict Litigation on Thursday to consolidate several states' suits challenging rate hikes for a troubled insurer, arguing that separate suits could pit customers in one state against those in another for the insurer's limited assets.
