The government of Angola can't be made to face claims in U.S. courts over a Nevada-based housing developer's dispute with an Angolan general who seized the firm's apartment buildings in the country's capital, a three-judge panel for the Eleventh Circuit found Monday.

A real estate developer focused on affordable housing in Africa is asking the Eleventh Circuit to revive its claim that Angola breached a $47.5 million settlement agreement, arguing that it was wrongly thrown out for lack of jurisdiction.
