The Ninth Circuit on Wednesday revived a Los Angeles landlord's challenge to the county's 2020 moratorium on COVID-19 pandemic-related evictions, saying the district court botched its analysis of whether the landlord has standing under the contracts clause of the U.S. Constitution.
