Conservation groups and Miami-Dade County agreed to forgo a Monday hearing on proposed changes to a Florida federal judge's ruling that the National Park Service failed to consider impacts to protected species before it agreed to remove land-use restrictions from a property where the county proposed to house a water park development.

A Florida federal judge said the National Park Service "put the cart before the horse" when it failed to consider potential endangered species impacts before agreeing to remove land-use restrictions from a Miami-Dade County property proposed to house a water park and retail development near Zoo Miami.

Environmentalist groups accused the U.S. government in a suit on Wednesday of violating federal law after it lifted land-use restrictions for portions of Florida pine rockland in Miami-Dade County so that a real estate developer can build a retail location, restaurant, water park and hotel on the land.
