    4th Circ. Revives TCPA Suit Over Unsolicited Free E-Book Fax

    The Fourth Circuit on Wednesday reversed the dismissal of a putative class action accusing a health information service provider of unlawfully disseminating unsolicited fax advertisements, finding that the disputed communication had the "necessary commercial character" to draw it under the Telephone Consumer Protection Act.
