A former Colorado state lawmaker has asked the U.S. Supreme Court to reverse a Tenth Circuit decision axing his constitutional challenge to a state court receivership proceeding, arguing the ruling wrongly expanded a doctrine prohibiting parties from appealing state court judgments in federal court to apply to nonparties as well.
