A private plaintiff sought in California federal court on Monday to collect $136,085 from the Hartford Fire Insurance Co. under a state law that allows the attorneys' fees of a party successfully challenging an illegal practice by an immigration consultant to be paid under an insured bond, while the insurer countered that the private plaintiff had no standing to enforce the bond.
