The U.S. government urged the Ninth Circuit to uphold a Hawaii court's ruling that it need not reimburse an insurer for $500,000 paid to subcontractors who were injured by a leftover bomb at an old military site, saying the claims fall under an exception to the Federal Torts Claims Act.
