    A group of insurers cannot force a Louisiana property owner to arbitrate its dispute over coverage for $11 million in Hurricane Ida damages, a New York federal court ruled, finding that the state's insurance law supersedes the Federal Arbitration Act and an international treaty governing disputes involving foreign parties.
