    A Georgia man convicted of health care fraud and pardoned years later by former President Donald J. Trump is asking the Eleventh Circuit to revive his lawsuit seeking the return of nearly $532,000 in restitution payments made to the Georgia Department of Administrative Services and an American Financial Group Inc. insurance unit.
