Law360, New York (July 12, 2012, 7:26 PM ET) -- The U.S. Department of Labor on Tuesday urged the Eleventh Circuit to overturn a preliminary injunction barring it from implementing new H-2B visa rules, saying it was based on an incorrect analysis of the agency's authority to issue the regulations.
