Cap-And-Trade Bill Sparks Jurisdictional Disputes

Law360, New York (May 8, 2009, 12:00 AM EDT) -- As the Waxman-Markey climate bill moves through the U.S. House of Representatives, jurisdictional fights are shaping up over which federal agencies would regulate a cap-and-trade system.

Lobbyists, members of Congress and agencies themselves are all weighing in on such things as who should oversee the carbon derivatives market and who should certify offsets.
