Domestic Offset Quota May Be Difficult To Reach

Law360, New York (June 12, 2009, 12:00 AM ET) -- Industry supporters of a climate bill moving through the U.S. House of Representatives are counting on a robust offset program to keep costs down, but many experts doubt that the supply of domestic offsets will ever approach the quota provided for in the legislation.

As it stands now, the American Clean Energy and Security Act — sponsored by Reps. Henry Waxman, D-Calif., and Ed Markey, D-Mass. — would allow up to 2 billion offset credits, with 500 million to 1 billion coming from the domestic market...
