Salazar Says Royalty-In-Kind Program To Be Nixed

Law360, New York (September 16, 2009, 2:44 PM EDT) -- U.S. Secretary of the Interior Ken Salazar has told members of Congress that the Minerals Management Service's scandal-ridden Royalty-in-Kind program will be terminated.

Secretary Salazar appeared before the House Natural Resources Committee on Sept. 10 to discuss H.R. 3534, the "Consolidated Land Energy and Aquatic Resources Act of 2009."

Secretary Salazar said that a "fundamental restructuring" of the MMS' royalty programs was in the works, and announced that the RIK program — under which the government accepts oil or gas from energy companies instead of cash...
