OMB's Efforts To Increase Procurement Competition

Law360, New York (November 6, 2009, 4:33 PM EST) -- Continuing the Obama administration’s emphasis on acquisition reform, on Oct. 27, 2009, the Office of Management and Budget (OMB) issued guidelines to assist agencies with maximizing competition in acquisitions, mitigating risk in noncompetitive acquisitions and transitioning contracts to more competitive contract types.

The guidelines were required by the president’s March 4, 2009, Memorandum on Government Contracting.

Agencies are instructed to use the guidelines to meet OMB’s July 2009 instruction to reduce by at least 10 percent the amount obligated to new noncompetitive, cost-reimbursement or time-and-materials/labor-hour contracts....
