Highmark Says Pa. Insurance Head Abused Authority

Law360, New York (March 17, 2010, 4:47 PM EDT) -- A Blue Cross Blue Shield affiliate in Pennsylvania has sued the state's Insurance Department, accusing it of overreaching its authority by conducting broad reviews of competition in the state's health insurance market.

Pittsburgh-based Highmark Inc., Pennsylvania's largest health insurer, lodged a complaint Tuesday in the Commonwealth Court of Pennsylvania seeking a declaratory judgment that insurance regulators lack the authority to undertake reviews of four Blue Cross affiliates in the state, including Highmark.
