Lugar Seeks Support For Bipartisan Climate Plan

Richard Lugar, R-Ind., has released a framework for climate change legislation that he says is capable of winning bipartisan support from the Senate, shedding cap-and-trade for less costly measures to decrease foreign oil imports, boost U.S. energy diversity and cut energy consumption.
