Law360, New York (October 05, 2010, 6:34 PM ET) -- Tesoro Corp. has been fined $2.39 million for allegedly violating several health and safety regulations that Washington state regulators say could have prevented a deadly explosion at its Anacortes, Wash., refinery in April.
