Report: Guest Worker System Is "Shamefully Abusive"

Law360, New York (March 12, 2007, 12:00 AM EDT) -- As Congress begins debating legislation that could greatly expand so-called guest worker programs as a way to curb illegal immigration, a civil rights firm has argued that it should first look into abuses those workers currently endure.

Guest worker programs allow companies to bring in unskilled labor for temporary or seasonal work under an H-2 visa. The guest worker system was created in 1943 to “import” cheap labor for the sugar cane industry and was revised by Congress in 1986 to include non-agricultural workers.
