Law360, New York (December 01, 2010, 7:21 PM ET) -- A federal appeals court has struck down a stay in a putative securities class action against the city of Menasha, Wis., that allowed the city to withhold from American Bank large volumes of records related to a municipal power plant project, ruling that the stay ran afoul of public records and securities laws.
