Law360, New York (January 12, 2011, 4:28 PM EST) -- The Tenth Circuit has ruled that two environmental groups lacked standing to challenge a Utah county ordinance opening vehicle routes on 1.6 million acres of federal public land, reversing en banc a panel's affirmation of a lower court’s ruling.
