GAO Backs Army's $18M Dock Work Contract

Law360, New York (March 24, 2011, 2:02 PM EDT) -- The U.S. Government Accountability Office said Wednesday it had denied Liberty Terminals LLC's protest over an $18 million contract for dock terminal services, saying the U.S. Army was justified in choosing a higher-priced but more detailed proposal.

Liberty had protested the Army's determination that its $15.6 million proposal was unacceptable on safety, equipment and training requirements, and said the competing proposals were "unequally evaluated" to favor the incumbent contractor,  Marine Terminals Corp. East, according to the GAO decision, dated Dec. 21 but made public Wednesday....
