Army Must Rethink $166M Ammo Disposal Contract: GAO

Law360, New York (July 19, 2011, 6:32 PM ET) -- The U.S. Government Accountability Office announced Tuesday it had ruled the U.S. Army should re-evaluate the award of a $165.8 million ammunition disposal contract to a General Dynamics Corp. unit because it failed to account for another bidder's small-business status.

The Army did not reduce bid protester Explo Systems Inc.'s proposal amount by 10 percent in its evaluation, as required under a historically underutilized business zone price evaluation preference, according to a decision handed down July 8 and made public Tuesday.
