Farm Owners Tell Congress H2A Visa Program Is 'Broken'

Law360, New York (September 13, 2011, 2:13 PM ET) -- Agricultural employers vented their frustrations to lawmakers on Tuesday over recently implemented regulations for the H-2A visa program, which provides visas for foreign temporary agricultural workers, saying the rules have created bureaucratic headaches for farm owners.

“We've been in H-2A, we've been in e-verify, and it just doesn't work,” Joe Bailey, the director of human resources for Bailey Nurseries Inc., one of the largest wholesale nurseries in the country, told the U.S. House of Representatives Subcommittee on Workforce Protections at a hearing on the program....
