GAO Rejects Protests Over Army Communications Contract

Law360, New York (November 28, 2011, 9:22 PM ET) -- The U.S. Government Accountability Office last week upheld the exclusion of Outreach Process Partners LLC and Solstice Advertising LLC from the competition for a contract to provide communications services for the U.S. Army Corps of Engineers’ flood risk management programs.

In separate decisions dated Nov. 21, the GAO concluded that the Corps had reasonably excluded both protestors' proposals from the competitive range due to their failure to satisfy the solicitation’s company experience requirements, and that neither “unacceptable offer” was among the most highly rated proposals....
