SF Transit Agency Sets Policy On Cell Service Shutdowns

Law360, New York (December 2, 2011, 6:24 PM EST) -- A San Francisco transit agency adopted a policy Thursday limiting the shutdown of cellphone service in subway stations to “extraordinary circumstances,” a response to criticism of an August service shutdown designed to disrupt rumored demonstrations.

Bay Area Rapid Transit's board of directors voted unanimously to adopt the policy. It allows the agency to block communications if it possesses strong evidence that cellphones will be used to ignite an explosion, threaten the safety of the public, destroy BART property, or substantially disrupt train service, among other circumstances....
