4th Circ. Upholds W.Va. Surface Mining Rules

Law360, New York (January 10, 2012, 10:37 PM EST) -- The Fourth Circuit affirmed Tuesday that amendments to West Virginia's surface coal mining regulations had been properly approved by the U.S. Department of the Interior, despite objections from environmental groups who claimed the rules run afoul of the Clean Water Act.
