Law360, New York (August 2, 2007, 12:00 AM EDT) -- Though European Union telecommunications companies have largely complied with the European Commission's new mobile roaming directive, service providers in Cyprus, Belgium, Latvia, Estonia and Finland have fallen short.

Regulators said on Thursday that though most companies had offered customers a lower roaming tariff, as stipulated by new regulations, several companies would be late in introducing the new rates.
