Law360, New York (March 27, 2012, 6:17 PM ET) -- New York legislative leaders reached a deal Tuesday on a $132.6 billion state budget that aspires to boost infrastructure fixes and private investment in energy projects but has no room for a health insurance exchange, which will be created by executive order, or a study on environmental risks of hydraulic fracturing.
