EPA Wants Sierra Club Suit Over Summary Notice Scrapped

Circuit on Friday to toss a suit brought by the Sierra Club that challenges an EPA summary notice outlining past regulatory actions, arguing that the environmental group's suit is an improper and time-barred attack on the substance of emissions standards.
