Cuomo Creates Health Benefit Exchange With Federal Cash

Andrew Cuomo ordered a state health insurance exchange into existence Thursday, two weeks after Republican lawmakers opposed to a sweeping federal health care law mandating its creation refused to pay for it in the Empire State's $133 billion budget. 

The exchange, which studies say will add 1 million New Yorkers to the rolls of the insured, will be entirely financed by the federal government under the Patient Protection and Affordable Care Act and will bring down the cost of health insurance, Cuomo said....
