Harrisburg Fights To Wrest Financial Control From State

Law360, New York (June 26, 2012, 10:20 PM EDT) -- The Harrisburg City Council made its latest bid to regain control over the Pennsylvania capital's perilous finances Tuesday, launching a complaint in federal court that challenges the governor and the appointed city receiver on constitutional grounds.

The suit claims Act 47 — the law empowering Gov. Thomas W. Corbett to declare a state of fiscal emergency and appoint a special receiver to take charge of the city's finances — violates the plaintiffs' rights to due process and equal protection under the 14th Amendment.
