Calif. Gov. Brown Floats $14B Water Tunnel Proposal

Jerry Brown and federal officials on Wednesday revealed a $14 billion proposal to construct a pair of tunnels to transport water from the Sacramento-San Joaquin River Delta to cities and farms in Southern California.
