Law360, New York (July 31, 2012, 4:50 PM EDT) -- A Texas appeals court on Tuesday mostly upheld a landfill expansion permit that was challenged by homeowners over questions about whether the state's environmental regulator was sufficiently testing the soil, monitoring groundwater and analyzing natural drainage patterns.
