Philly Says Budget Cuts Await If Arbitration Award Stands

Law360, New York (August 9, 2012, 5:53 PM EDT) -- A Pennsylvania fiscal oversight agency delayed approving Philadelphia's annual five-year financial plan Wednesday after a report from the city's finance director saying that an arbitrator's decision in July awarding raises to city firefighters would mean massive spending cuts and layoffs.
