Law360, Houston (August 31, 2012, 8:26 PM EDT) -- A former El Paso County judge and two school district trustees accepted kickbacks in exchange for steering nearly $4 million in government contracts to provide mental health and educational services for children, according to documents filed in Texas federal court on Wednesday.
