Calif. City Faces CWA Claims Over Sewage Discharges

Law360, New York (September 6, 2012, 5:08 PM EDT) -- An environmental group has hit a Napa Valley municipality with a Clean Water Act suit accusing California city American Canyon of illegally discharging pollutants from its wastewater treatment facility and underreporting the total volume of spills it has recorded.

Northern California River Watch claims in a complaint filed Aug. 31 that structural defects in the city's collection system led to multiple sewage system overflows, causing raw sewage to spill into a Napa River tributary in violation of the city's National Pollutant Discharge Elimination System permit....
