Aetna Sues Jacksonville Over Contract Award Process

Law360, New York (September 7, 2012, 6:10 PM EDT) -- Aetna Inc. is suing Jacksonville, Fla., after being bested by Blue Cross Blue Shield of Florida Inc. in bidding for a health insurance contract, saying city officials ignored state open-meetings law and local ordinances when evaluating proposals.

An abundance of errors took place before and after companies submitted their plans, including the improper characterization of group insurance as a “professional service,” which resulted in evaluation by the wrong city workers, according a complaint Aetna filed Aug. 30 and amended Tuesday.
