Andrew Cuomo worked the halls of Congress on Monday, visiting Washington lawmakers locked in their own budget struggles in a quest to bring $42 billion — including $9 billion for massive, "common sense" infrastructure projects to boost New York's flood defenses — back to the Empire State in the aftermath of Hurricane Sandy.
