Utility Group Blasts EPA, Enviros' Power Plant Pollution Deal

Circuit panel it should have been allowed to weigh in on a consent decree between environmental groups and the U.S. Environmental Protection Agency over new rules for coal-fired power plants' wastewater pollution, saying their members could be harmed by more stringent regulations.
