State Dept. Must Re-Evaluate Baghdad Embassy Bids, GAO Says

Law360, New York (December 21, 2012, 2:35 PM EST) -- The U.S. Department of State gave short shrift to Exelis Systems Corp.'s own bid when it awarded PAE Government Services Inc. a $348 million contract to operate the American embassy in Baghdad, the U.S. Government Accountability Office said Wednesday.

The state department didn't properly evaluate Exelis' staffing proposals, improperly penalized Exelis for lacking direct contracting experience with the state department and gave greater weight to PAE's perceived strengths, the GAO said in granting Exelis' bid protest.
