Bill Would Let Fla. Trade Land For Conservation Promises

Law360, New York (January 14, 2013, 9:10 PM EST) -- A Florida state representative has revived controversy with a bill, referred to committee Friday, that would allow private landowners to acquire state-owned land in exchange for conservation easements — but no payment.

HB 33, sponsored by Florida Rep. Jimmie T. Smith, R-Lecanto, is identical to SB 1544, which died in the Senate's Environmental Preservation and Conservation Committee during the 2012 session after raising concerns over public access, among other issues.

Smith did not return a request for comment on Monday.
