NLRB Lacked Quorum For DR Horton Ruling, 5th Circ. Told

Circuit's decision that President Barack Obama's January 2012 recess appointments to the National Labor Relations Board were unconstitutional also means the 2010 appointment of Craig Becker was invalid, and that the NLRB lacked a quorum when it issued its controversial D.R.
